Filmmaker Baby Ruth Villarama and the documentary team travel on a diverse assortment of maritime vessels to chronicle the continuing conflict and its consequences between the Philippines and China over authority of the newly designated West Philippine Sea. This maritime region, recognized by most nations outside of China as within the Philippines' exclusive economic zone, has seen increasing infiltration by boats from China. Among them are fishing boats, many are maritime militia that have engaged in harassing, collided with, and tried to seize Filipino boats as part of the wider territorial conflict.
Some footage are highly charged, though often the conflict takes the form of a war of words of seaborne intimidation. Officers from opposing vessels broadcast lengthy radio transmissions, filled with legal jargon, practicing a unique "airwave diplomacy".
Sustaining the Outposts
The film's title references the ongoing mission by the Armed Forces of the Philippines to transport essentials to remote islands in the West Philippine Sea where soldiers hold the line for protracted periods of isolation. These outposts are often little more than patches of sand in shallow waters, no larger than a football pitch, approachable just with fast-moving motorized rafts.
These trips prove clearly frightening for the cargo of baby goats, which are loaded alongside tinned food and additional provisions. Footage captures the creatures seeking for better balance as the boats hurtle across the open water.
Voices from the Shoal
The film also follows fishers living around the inhabited Scarborough Shoal, who express concern over reduced harvests due to the persistent presence of Chinese fishing boats in their ancestral fishing areas.
A Compelling Subject, Imperfect Execution
Critically speaking, the documentary suffers a bit from a slightly disjointed pacing and a soundtrack that can feel overly tacky, amplifying the dramatic moments. However, it is ultimately a fascinating exploration of a geopolitical issue that gets scant attention beyond Asia.
